Arch Linux is an i686-optimized linux distribution. The base install consists of a kernel, bash, some network utilities and a great package manager called Pacman. They also host a repository of many useful, stable, open source software packages that pacman can grab. Pacman does everything; Checks for conficts, puts configuration files in the /etc directory, and installs the binaries in the appropriate locations (/usr/bin or /usr/sbin). You can even use pacman to update the kernel!

There are lots of great distributions out there, this is just another. There is also a "Live-CD" version, called Archie being developed that can run from CD or USB, similar to Knoppix and others.
